I am using this between a 100W solar panel that puts out 17-18V in full sun, and this regulator puts out a nice 12.6-12.8V that I then run to a 12V vehicle fan to exhaust heat out of my shop when it is sunny out. When clouds come over the solar, this unit will put out what it can get from the solar panel, I have tested 4.4V output from the panel and regulator, and that was enough to keep my fan running. The regulator won't just cut off when it drops below the input and output specified voltage, so that may be something you need to worry about if your application requires a consent voltage. In the photo, you can see the regulator sharing the solar input with a charge controller. I went with this regulator so I could run the fan from the solar with no batteries attached.

I noticed that my after market headlights with LEF Daytime running lights would Flicker on and off. I figured that they were very sensitive to the voltage fluctuations. Added this and a relay in front of it, and works perfectly!
